The State Duma adopted in the third and final reading of the law that provides for verification of students of educational institutions for drug use.
The approved bill was developed in the Ministry of Education and includes a number of preventive measures to identify people who use drugs and psychotropic substances. Testing is expected to carry out in schools and colleges, as well as among university students.
In all cases, a test will be carried out with the written informed consent. To test students who have not attained the age of 15 require parental consent. At schools are obliged to ensure the confidentiality of information received as a result of checks.
The law also provides for the direction of students (with their consent) for treatment at a specialized medical organizations to provide substance abuse treatment.
The bill was submitted to the Duma in November 2012. The initiative to adopt a federal law on testing students for drugs made in 2011, Dmitry Medvedev, who was then president of Russia. In February 2013 a similar statute adopted the Moscow City Duma.
