Poll practitioners and medical students, commissioned by the Ministry of Health, has shown that the existing measures to address the human resource crisis in the health system, are ineffective. To get a job in budgetary clinics, young doctors need a much more powerful incentive.

Answering the questions of the sociologists, the overwhelming number of respondents admitted that their work does not appeal in national health care. 11% of students reported that after the end of medical school will not work on a profile, 22% plan to continue their education abroad, where he is likely to remain, and another 14% were undecided.

Leader in the ranking of places of employment of students turned out to hospitals: 28% versus 10% in outpatient clinics. Even less wanting to go to the countryside: to work in the Russian province may agree to 21% of physicians under the age of 35 years and 17% of medical graduates.

Most health professionals do not consider this option in the first place because of a lack of professional growth. The scales can not outweigh even the promised state program "Zemsky doctor" a million rubles, which, according to young doctors, dissolved during the year.

However, the respondents admitted that they would change their attitude to employment in the village, under certain conditions. 60% of graduates and 55% of students in medical universities are willing to work in remote areas, if:
- The state will provide them with accommodation in the property,
- To raise wages by 25% (this was the answer 44% of doctors and 33% of students)
- Lump-sum payment (33% of doctors and 33% of students)
- Provide social benefits (22% of doctors and 32% of students)
- Provide an opportunity to transfer to another hospital after a paramedic of the contract (23% of doctors and 30% of students)
- Will carry out targeted recruitment of medical faculties, followed by mandatory employment in the community (54% of doctors and 62% of students)
- Provide internships in places subsequent employment (63% of doctors and 43% of graduates), as well as continuing education and training opportunities for workers of rural medicine (57% of doctors, 61% of whom work in rural mestrosti)

At the same respondents said that measures such as the payment of rental housing, the provision of loans on preferential terms and subsidies for education - an absolutely inefficient.

Members of the National Medical Chamber believe that the wishes of many young professionals can be put into practice if the Russian government will support them developed "social package". This document includes:
- Solution of housing problems of health workers,
- Payment for housing and communal services to regional staff in the same amount as the federal,
- A set of measures on health care (extraordinary medical care, including high-tech, providing free spa treatment, insurance professionals who deal with the threat to life and health, and the beneficiary drug coverage)
- Providing extraordinary places in schools and preschools, as well as free use of educational, methodical and scientific services to the organization, carrying out educational activities.

"Of course," social package "will not solve all problems. It is also necessary to increase the salaries of doctors and improve their working conditions and to provide the opportunity for professional growth, "- said the president of the National Medical Chamber Leonid Roshal.
